Member States will incorporate new requirements into domestic law by December 31, 2016 and will be implemented on July 22, 2019. Since ROHS has different requirements for the management of medical equipment and monitoring equipment, medical equipment (including in vitro medical equipment) and monitoring equipment (including industrial monitoring equipment) must meet the new plasticizer requirements from July 22, 2021.

The limitations of DEHP, BBP, DBP, and DIBP do not apply to the following:

Cables or electrical and electronic equipment placed on the market before July 22, 2019 for spare parts for repair, reuse, renewal, or upgrade capabilities.
Medical equipment (including in vitro medical equipment) and monitoring equipment (including industrial monitoring equipment) placed on the market before July 22, 2021.
The provisions of DEHP, BBP, DBP do not apply to toys, as REACH Appendix 17 Item 51 already specifies the DEHP, BBP, DBP content of toys.
